Education and Endowment Funds
As a private not-for-profit organization, HJF can accept private gifts on behalf of military programs. With this capability, we provide a unique service to military and other government institutions and scientists by securing and administering funds from private donors to support medical education and training. Donations are made to either an education or endowment fund.
An education account is administered by HJF and is comprised of monies donated by the private sector to support non-budgeted medical education and training activities.
Idle Accounts
If an education account does not show any significant activity over a two-year period, the fund may be dissolved. When this occurs, the fund will be closed and any assets will be returned to the donor(s) or transferred to another Foundation account that is consistent with the purpose of the donation(s).
Endowment funds are contributions from donors that are invested by HJF. Unless otherwise stated by the donor, HJF maintains the principal of the funds in perpetuity and allows only accrued interest to be expended from the fund. The originators of an endowment will specify the purpose or objectives of the fund. These monies also support medical education and training activities. Most of our endowments support the Uniformed Services University.
Education and endowment funds may be used for educational activities such as conferences and seminars, for expenses including facility rental and related services, honoraria, travel and awards. Funds also may be used for the purchase of equipment, supplies, books and other reference materials, registration fees and tuition. Normally, a Facilities & Administrative (F&A/indirect cost) charge of 8% is levied at the time a bill is paid. An exception is for equipment purchases over $5,000, in which case no F&A cost is charged. If additional services are requested, such as purchase of transportation tickets, arrangement of accommodations for travelers or meeting management services, a higher rate may be applied. Normally, F&A costs are included in solicitation requests so that the account does not absorb this expense. For example, if HJF is soliciting a company to support a visiting speaker's $1,000 honorarium, the Education Programs Office will request $1,080, with the extra $80 to cover the F&A cost.
