Spending Education and Endowment Funds
Monies in education and endowment funds may be spent on educational activities such as conferences and seminars including facility rental and related services, honoraria, travel and awards, as well as equipment, supplies, books and other reference materials, registration fees and tuition. Endowment funds shall only be used for the stated purpose of the endowment and are subject to any donor-imposed restrictions.
Equipment and Supplies
To purchase equipment and supplies through HJF using an education or endowment fund, please fill out a Purchase Request form (HJF #356) and return it to the Education Programs Office.
As soon as possible after the delivery of a piece of equipment, HJF will gift the item to the local government medical facility. Facility commanders have the authority to accept such gifts up to $1,000 in value. In cases where gift's value exceeds $1,000, facility commanders may accept the equipment as a loan. The Education Programs Office will then issue both a Proffer of Gift and a Proffer of Loan to the receiving facility. The facility commander will accept the Proffer of Loan, allowing immediate use of the equipment, and will send the Proffer of Gift to the proper higher authority for acceptance. Once the local commander receives notice of acceptance of the gift, HJF will relinquish all ownership rights to the property and the equipment becomes government property.
Publications and Subscriptions
Your HJF education fund may be used to pay for educational publications and subscriptions as long as such support is not construed as a personal gift to a federal employee. To purchase publications or subscriptions, submit a Purchase Request form (HJF #356) to the Education Programs Office.
