Stephen Dalal, D.V.M., M.P.H., COL, U.S. Army, (Ret.), Innovation Development

Vice President, serving HJF since 2021

Dr. Stephen Dalal is the Vice President of Innovation Development at HJF, where he leads the HJF Innovation Ecosystem. His work focuses on helping startups and small biotech companies navigate the challenges of licensing and developing dual use technologies. He also provides executive oversight of the HJF Innovation Labs @ MontgomeryCountyMD and works closely with the Innovation Advisory Committee to strengthen partnerships across the innovation community. Before stepping into this role, he spent four years as HJF’s Vice President for U.S. Research and Development Operations.

A U.S. Army veteran, Dr. Dalal previously served as the Chief Operating Officer of the U.S. Army Medical Research and Development Command, overseeing a $2.5 billion research enterprise spanning nine global organizations. He also led the DoD Congressionally Directed Medical Research Programs, managing an annual portfolio of $1.5 billion dedicated to improving health outcomes for service members, veterans, and civilians. He earned his bachelor’s degree in zoology and his Doctor of Veterinary Medicine from Iowa State University, followed by a Master of Public Health from the Uniformed Services University and a Master of Strategic Studies from the Air War College.
